Adding recessed lighting will help bring in more lighting as most basements can be a bit dark and dull. With these lights, they can be controlled, giving you the amount of light you need at that time. Adding table lamps or floor lamps can give you a more dim feel, allowing other options if you don't want to use the recess lighting. Adding candle based wall art can make it cozy when you don't want too much light and adds a more sexy and cozy atmosphere.

Keeping the basement warm, includes the colors green, purple, red and brown which is used usually in furniture. The walls being a cream or beige, will help as well. Avoid the use of white as it brings the cold feel back into the space and return the room back to it's dreary state. Rich colors are needed and this can be done by choosing the right accessories as well.

Of course there may be a water heater some where in the mix :). Hopefully it is behind a door so that wouldn't be seen by others, but if not it would be best to get a door installed or a beautiful tall room divider, or curtain. When using a curtain, just make sure it's going from one end of the wall to the next, giving the illusion of an actual window.
Here's some inspiration for you to go by to help you with your next basement look.
